Application Update: Land Use Change and Development Proposal

We are proposing a new mixed-use node at the centre of West District where new residents will have access to new shops, restaurants, services and high-quality public spaces along the Broadcast AV SW Main Street and directly beside the expansive and award-winning Radio Park. The comprehensive development site includes three undeveloped blocks at the heart of West District, which front onto the 8.0 acre Radio Park and Broadcast Avenue SW Main Street. Based on this area’s 2018 Outline Plan approval, these sites currently allow for multi-residential and mixed-use buildings up to ±9 storeys in height.

Land Use Redesignation Application

Truman has submitted a Land Use Redesignation application (also known as a “zoning” application) to support our development vision. The proposed Direct Control (DC) District includes site-specific rules on height, floor area, setbacks, and uses, allowing maximum building height from 6 to 18 storeys, depending on the location within the development site.

Development Permit

A Concurrent Development Permit application has been submitted for the first phase of development within the application area, on the block located west of Radio Park. The Development Permit illustrates the architectural design and development details for this site, and proposes outdoor plazas, spaces for businesses, and new housing in the form of townhomes and apartments. Development within the Land Use Redesignation application area will build out over the next three to ten year horizon, and development permits for the remaining blocks will be available for public review in the future.

Commitment to Community Building

Truman is committed to fostering a vibrant, inclusive community in West District by delivering affordable housing and enhanced local amenities. As part of this commitment, 10% of all homes within these three blocks will be affordable and Truman will seek partnerships to deliver more diverse housing options, including senior supportive housing. Furthermore, Truman is pursuing a partnership to construct a new community recreation facility within the application area, and plans to open the award-winning $20 million Radio Park to the public this summer (2025).

Our Outreach Process

Through our outreach channels and activities, we heard feedback about the original development application (submitted Nov 2024) from the West Springs Cougar Ridge Community Association, the Ward 1 and Ward 6 Councillor’s Offices, engaged community members, and various other community groups. What Has Changed

In response to community feedback, Truman and the project team have made key changes to our November 2024 application to better align with community expectations and address concerns, particularly around building height, density, and transition to existing development. These changes include:

Building Height reduced by up to 14-Storeys

  • Three building sites were reduced from a maximum of 30-storeys to 18-storeys.
  • The remainder of the building sites now range from a maximum of 6-storeys to 12-storeys.

Floor Area Ratio (FAR) Reduced by 2.0

  • The maximum proposed buildable floor area has been reduced from 8.0 FAR to between 4.0 FAR and 6.0 FAR.
  • The result is significantly fewer units, a reduced shadow impact, and more sensitive transitions to the surrounding mid-scale buildings.

Together, these changes reflect our commitment to balancing growth and housing diversity within West District while respecting the existing character of the surrounding neighbourhood and addressing community concerns.
